McKinley Task Force

Call to Order

 

The McKinley Task Force Committee of School District No. 2, Yellowstone County and High School District No. 2, Yellowstone County, Montana held a meeting at McKinley School, 820 North 31st Street, Billings, Montana, on Tuesday, January 20, 2009. Bert Reyes called the meeting to order at 6:30 p.m. Committee members present were: Kristen Graves, Amy Griffins, Jeffrey Kay, Kevin Odenthal, Sara Olsgaard, Mark Restad, Julie Seedhouse, Anne-Marie Wade, and Shannon Westerman. Ex-Officio Members present was Bert Reyes. CTA Architects Engineers representatives present were: Karen Kelly, Keith Rupert, and Mike Tuss.

 

Guest present: Kevin Kooistra-Manning and Joseph White

 

Communication From the Public

 

Joseph White expressed that he would like to preserve the historic McKinley building and would prefer a different Architect firm than CTA Architects Engineers do the project.

 

Discussion of McKinley Remodel

 

Bert Reyes explained the next steps for the McKinley Task Force would be to create a report to present to the Board by Chair, Kevin Odenthal. The report will include the design selected by the McKinley Task Force for the McKinley school remodel and the process used to determine the design choice. CTA Architects Engineers will explain the detailed design to the Board at the February 16, 2009 Board meeting.

 

Karen Kelly provided the ongoing program spaces summary, comparisons for current student enrollment and for a 330 and 400 student enrollments, the square footage, and four 3-D preliminary proposed building design options. Karen Kelly reviewed the floor plans of each option.

 

Option 1 design presents the most reasonable and best utilization of space and natural daylight through the windows. Option 1 design is located on the north side of McKinley. Option 1 will impact more site space. Option 2 is a two story building on the north side of McKinley. Option 3 design is a three story building on the north side of McKinley with the gym to the west side and cafeteria to the east side. Option 4 design is a three story building most like the existing building and the most compact. Option 4 design is a combination of the option 3 and 4 designs. Karen Kelly explained where classrooms, bathrooms, library, special program spaces, etc. might be located in the designs options. Keith Rupert suggested there will be a series of adjustments and some distribution of space when a final design is selected.

 

 

 

 

Keith Rupert summarized the general consensus of the meeting for design revisions to be completed to present at the next scheduled meeting for review. CTA Architects Engineers will present designs for a 400 student enrollment, not to pursue option 2 design, keep option 1 design for consideration, combine option 3 and 4 designs to a new option 5 design where the cafeteria will be located below the gym, and the administrative offices are at grade level to create an open inviting environment at the east or north side of the building.

 

It was suggested that the playground will be relocated to the south side of the building.

Buying land south of McKinley to expand the playground was explored.

 

Mike Tuss summarized that the McKinley Task Force prefers a sense of detail and proportion to the historic McKinley building with the matched pitch roof.

 

CTA Architects Engineers presented preliminary cost figures and comparative costs between a new building and a remodeled building. Keith Rupert suggested more details relative to cost will be presented when a final option design is selected.

 

Keith Rupert reported that he spoke with City Council and Planning and Zoning. City Council and Planning and Zoning are agreeable to neighborhood schools. Keith Rupert does not foresee problems with parking, zoning, etc.

 

A motion was made by Mark Restad seconded by Anne-Marie Wade to adjourn the meeting. The motion passed unanimously. The meeting adjourned at 8:50 p.m.

 

The next McKinley Task Force meeting will be held Thursday, February 5, 2009 at 6:30 p.m. at McKinley school.

 

A Neighborhood Public meeting will be held Thursday, February 12, 2009 at 7:00 p.m. at McKinley school.
