McKinley Task Force

Call to Order

 

The McKinley Task Force Committee of School District No. 2, Yellowstone County and High School District No. 2, Yellowstone County, Montana held a meeting at McKinley School, 820 North 31st Street, Billings, Montana, on Thursday, February 5, 2009. Heather Zindt called the meeting to order at 6:30 p.m. Committee members present were: Lisa Dubeau, Amy Griffins, Jeffrey Kay, Kevin Odenthal, Sara Olsgaard, Elizabeth Perius, Mark Restad, Anne-Marie Wade, Shannon Westerman, and Heather Zindt. CTA Architects Engineers representatives present were: Karen Kelly, Keith Rupert, and Mike Tuss.

No one wished to address the Committee at this time.

 

Discussion of McKinley Remodel Options

 

Karen Kelly reviewed the design options from the January 20, 2009 meeting. Mike Tuss reported that he met with the Yellowstone Historic Preservation Society and they agreed with the approach the McKinley Task Force and CTA Architects Engineers have taken. Mike Tuss suggested that the Yellowstone Historic Preservation Society does not have an official say, but they will offer an opinion to the School Board.

 

Karen Kelly presented two revised design options which are combinations of previous

design options.

 

Karen Kelly presented the North Side Entry Option. This design option includes the administration offices and cafeteria at grade level with the gym on the upper level. Karen Kelly explained the floor plan and program spacing for this option. Karen Kelly noted this option has more level changes. Karen Kelly explained this option creates more playground space, is the most compact, most efficient, and least expensive.

 

Karen Kelly presented the East Side Entry Option noting the administration offices are located at grade level with the rest of the design matching the existing building. Karen Kelly explained this design option has fewer level changes. Karen Kelly noted this design option occupies more site space and is more expensive. Karen Kelly explained the cafeteria service is located at ground level and there is an alcove located on the west side making supervision difficult. Karen Kelly showed the floor plan and program spacing for this option. This design includes an outdoor amphitheater.

 

Mike Tuss and Keith Rupert addressed different options for windows and natural air flow ventilation. Mike Tuss and Keith Rupert addressed the concern by members for more transition space in the stairway areas.

 

Keith Rupert estimated the cost for the North Entry Option design will be 11.1 million dollars and the East Entry Option design will be 11.9 million dollars.

 

A motion was made by Mark Restad seconded by Kevin Odenthal to accept the North Entry Option design with the Historically Sympathetic Exterior Option presented by CTA Architect Engineers.

 

Discussion of How To Market The February 12th Public Meeting

 

It was reported that notices were sent home with the McKinley students publicizing the McKinley Neighborhood meeting Thursday, February 19, 2009.

 

Mark Restad, Anne-Marie Wade, Shannon Westerman, and Heather Zindt volunteered to help Kevin Odenthal pass out flyers in the neighborhood starting Monday, February 9, 2009 to promote the McKinley Neighborhood meeting.

 

It was recommended to present the North Entry Option design to the public at the Neighborhood meeting. In order to answer questions and address concerns that the public might have, CTA Architects Engineers will provide additional design models if needed and explain the design revision process used to determine the final design.

 

It was suggested that the McKinley Task Force members be present at the School Board meeting Monday, February 16, 2009 when CTA Architects Engineers present the North Entry Option detailed design to the Board.

 

The McKinley Task Force Neighborhood meeting will be held Thursday, February 12, 2009 at 7:00 p.m. at McKinley school.

 

The next McKinley Task Force meeting will be held Thursday, March 19, 2009 at 6:30 p.m. at McKinley school.

 

A motion was made by Mark Restad seconded by Jeffrey Kay to adjourn the meeting. The motion passed unanimously. The meeting adjourned at 8:20 p.m.
