CALL TO ORDER

 

The Broadwater Task Force of School District No. 2, Yellowstone County, Montana, held a Committee Meeting at Broadwater Elementary School, Billings, Montana, on Monday, February 9, 2009. Co-Chair Travis Niemeyer called the meeting to order at 7:00 p.m. and led those assembled in the Pledge of Allegiance. Committee members present were: Nate Allie, Sheryl Alpers, Weldon Birdwell, Jodi Cockburn, Dennis Deppmeier, Jon Dyre, Jim Hartung, Wendy Jam, Karin Lucas, Travis Niemeyer, and Rachel Romei. Members absent were: Eric Anderson, Julie Anderson, LuAnn Birdwell, Jason Jam, and Gary Romei. Also present were Ex-Officio Members Lee Kvilhaug and Kathy Aragon, Architects Keith Rupert, Mike Toss, and Kristine Keller. RMC Interns Kurt Klein and Nathan Schmitz were also in attendance.

 

COMMUNICATION FROM THE PUBLIC

 

There was no public communication.

 

APPROVE MINUTES OF PREVIOUS MEETINGS

 

The minutes of the January 26, 2009 meeting were approved.

 

PRESENTATION BY CTA ARCHITECTS OF THE REMODEL CONCEPT AND THE NEW CONCEPT WITH EACH OF THEIR COSTS

 

CTA Architects began the presentation tonight with Scheme B which is the remodel with a new addition concept. This concept would present with 57,294 square feet which equals 143 square feet per student. This concept would use the entire current basement. Classroom size would range from 800 to 850 square feet.

 

The square footage of the new school concept would be 51,432. This is about 6,000 square feet less due to more efficient use of space. The average classroom size would be 975 square feet.

 

Drawings and floor plans were presented for Scheme B. In this plan the old basement would have 3 classrooms, a language room, work rooms, and an elevator. The connection between the old and new buildings would come into the basement where the current library is located. The basement in the addition would house the cafeteria, kitchen, a mechanical area, a lift for food service delivery, and an elevator. The main level of the historic building would consist of classrooms, break out spaces to alleviate small classroom sizes, a library, a communal area for group activities, an intervention room, and supply closets. The main level of the new addition would house a 4,000 square foot gym, storage, administration offices, special education rooms, speech/extended studies room, and the 4th Street entrance. The third floor of the old building would consist of classrooms, storage, breakout areas, Title 1 room, and a faculty workroom. The third floor of the new building would consist of classrooms and storage. Faculty and student restrooms will be situated on all floors as well as elevators.

 

By using the entire basement in the old building, CTA was able to rework the plan for more efficiency. This allowed 30 feet to be taken off the south end of the new building bringing it back and making the front of the old building more viewable.

 

CTA Architect Mike Toss met with the Yellowstone Historic Preservation Board a week ago. This Board agreed with the approach of both the old and new school plans. Mike learned that SHPO will not have approval authority with this building. SHPO only has jurisdiction if the building is state owned; however, the plans will still be run past SHPO for their input.

 

Cost estimate summary: Renovation is estimated at $11,546, 592 and new construction is estimated at $11,527,319. The renovation costs are down due to reducing the size of the new addition by using the old basement.

 

CTA Architects next presented the plans for the new building concept. Construction of an all new facility would keep the existing buildings in use during construction. This would eliminate the expense for portable classrooms. The main entrance would be on 4th Street with the gym and cafeteria on the north end of the entrance. All other rooms would be located on the south side of the building along Broadwater. This floor plan is designed for 18 classrooms at 975 square feet each. All three stories would be above grade.

 

DISCUSSION OF THE COMMUNITY MEETING FORMAT SCHEDULED FOR FEBRUARY 17, 2009

 

Keith Rupert suggested the public should be shown the best version at the Community Meeting on February 17. The group agrees with Keith, but they also want the new building specs and plans to be presented.

 

The next Task Force Committee meeting will be held on Monday, March 9, 2009 at Broadwater Elementary School at 7:00 to 8:30 p.m. At this meeting the Committee will prepare for their presentation to the School Board on March 16, 2009.

 

ADJOURNMENT

 

There being no further business Travis Niemeyer adjourned the meeting at 8:53 p.m.
