Call to Order

 

The McKinley Task Force Committee of School District No. 2, Yellowstone County and High School District No. 2, Yellowstone County, Montana held a neighborhood meeting at McKinley School, 820 North 31st Street, Billings, Montana, on Thursday, February 12, 2009. Kevin Odenthal, called the meeting to order at 7:00 p.m. Committee members present were: Kristen Graves, Amy Griffins, Kevin Odenthal, Sara Olsgaard, Elizabeth Perius, Mark Restad, Anne-Marie Wade, Ex-Officio Members present were: Trustee Sandra Mossman, Kathy Aaragon, and Bert Reyes. CTA Architects Engineers representatives present were: Karen Kelly, Keith Rupert, and Mike Tuss.

 

Public present: Mary Mattheis, Jim Roquil, Jane Thomas, Charlotte Partin, Janet Cole, Stuart Saywer, Jaueceloses, Eric Simonsen, Ann & Kevin Kooistra-Manning, Sandra Abraham, Betty Glantz, Kelly Wright, Shaunna Kerr, David Frost, and Robert Metoyer.

Communication From the Public

 

No one wished to address the Committee at this time. Questions, comments, recommendations, and concerns were discussed following the presentation by CTA Architects Engineers.

 

Presentation and discussion of the McKinley North Entry Design Option

 

Kevin Odenthal explained the process the McKinley Task Force used to determine the McKinley remodel design choice. Kevin Odenthal reported that the McKinley Task Force considered the input given by McKinley staff, neighborhood members, and the community during the process to select a design. Kevin Odenthal reviewed the Board’s enrollment resolution to design McKinley and Boadwater to serve 400 students. Kevin Odenthal reported the McKinley remodel would accommodate a 400 student enrollment which would add three classrooms.

 

Karen Kelly presented the North entry design model and floor plan selected by the McKinley Task Force. This included square footage comparisons of a new building vs. remodel.

 

Mike Tuss showed a colored detailed design of how McKinley will look when completed. Mike Tuss explained the sense of detail and proportion to the historic McKinley building with the matched pitch roof. Mike Tuss and Keith Rupert addressed the different options for windows, natural air flow venation, and the electrical and mechanical system. CTA Architects Engineers presented a colored design of the playground area explaining the blacktop area will be replaced with grass and trees. Keith Rupert addressed researching energy programs through agencies such as North West Energy to take advantage of potential meaningful dollar sources.

 

Keith Ruppert presented the Project Cost Summary Comparisons for constructing a new building vs. remodel with a fifteen percent contingency. The total project cost to build a new building would cost $11,655,904 and a remodel cost will be $11,850,647. Keith Rupert and Mike Tuss explained up front energy costs to plan for future energy savings.

 

Question, comments, and concerns by the public are as follows:

 

If enrollment increases will parking become a problem?

Will the current corner bulb be kept?

Would like to add more corner bulbs

Was the decision site driven to put the gym and cafeteria on the west end?

Will the PTA donated benches be kept?

Would like to see a stage built in the gym

Possibility of moveable platforms was discussed

Educational vs. health concerns was discussed

 

The consensus of members from the neighborhood and community were pleased with the McKinley remodel design and complimented CTA Architect Engineers for their work.

 

Some recommendations, concerns, and suggestions from neighborhood members and the community for Board consideration are as follows:

 

Reuse furniture, do not buy new

Keep wood floors, do not install carpet

Consider “off gassing” from carpet and building materials

Consider allergies from carpet materials

Use the newest environmental products

Install dishwasher to eliminate Styrofoam use

Install high energy products to reduce energy costs

Apprehension regarding the school district policy that schools may be closed in the future

Present energy tax saving to the public when running the bond issue

 

CTA Architects Engineers will present the North Entry Design Option to the Board Monday, February 16, 2009. It was recommended that the McKinley Task Force Committee members, neighborhood, and community attend the Board meeting.

 

 

The meeting adjourned at 9:00 p.m.
