May 14, 2009

 

CALL TO ORDER

 

The Special Meeting of the Board of Trustees of School District No. 2, Yellowstone County, Montana, and High School District, Yellowstone County, Montana, was duly held at The Lincoln Center, 415 North 30th Street, Billings, Montana, May 14, 2009, at 5:30 p.m.

 

Those present included Trustees Kathrin Kelker, Malcolm Goodrich, Peter Gesuale, Dawn Achten, Joel Guthals. District Clerk Leo Hudetz, and Superintendent Jack Copps. Trustees Trafford, Fox, and Aragon were excused.

 

Registered guests included Connie Wardell, Becky Shay, Scott Mitchell, and Christie LeClair Bateen.

 

COMMUNICATION FROM THE PUBLIC

 

The Board recognizes the value of public comment on educational issues and the importance of listening to members of the public in its meetings. The Board also recognizes the statutory and constitutional right of the public to participate in governmental operations. The Board encourages members of the public to participate in and express opinions about issues important to the District. This part of the Board’s meeting is dedicated to public comment on any public matter that is not on the agenda of this meeting and is within the jurisdiction of the Board of Trustees. Members of the public may also address particular items on this agenda either now or at the time the Board considers the particular item. There were no public comments.

 

FAREWELL TO RETIRING TRUSTEES

 

Trustees Goodrich, Guthals, Achten, and Gesuale thanked Trustees Trafford, Mossman and Kelker for their service on the Board. Trustee Kelker was presented with gifts representing her service to the District and her service as the Chair. Trustee Kelker hoped the Board members would have a passion for the students of the District.

 

CANVASS OF VOTES -- MAY 5, 2009 ELECTION -- ELEMENTARY/HIGH SCHOOL TRUSTEE BY SINGLE MEMBER DISTRICT -- ZONE 6

 

Mr. Hudetz, District Clerk, reported the canvass of votes have taken place electing Barbara Bryan to the Board. Trustee Goodrich made the following motion with a second by Trustee Achten:

 

Motion to approve the official canvass of votes from the May 5, 2009 Election, Elementary/High School Trustee Single Member District -- Zone 6.

 

Those voting in favor were Dawn Achten, Peter Gesuale, Malcolm Goodrich, and Katharin Kelker. The motion passed unanimously. Trustee Guthals is ineligible to vote on elementary issues. The following is the canvass of votes:

 

Barbara D. Bryan 2,352

Shelley VanAtta 1,340

 

ELEMENTARY/HIGH SCHOOL SINGLE MEMBER DISTRICT -- ZONE 4 -- TRUSTEE ELECTION BY ACCLAMATION

 

Trustee Goodrich made the following motion with a second by Trustee Achten:

 

Motion to approve the Resolution of electing Kathy Aragon by acclamation for a three-year term to the Board of Trustees of Billings Public Schools District No. 2 from Elementary/High School Single Member District -- Zone 4.

 

Those voting in favor were Dawn Achten, Peter Gesuale, Malcolm Goodrich, and Katharin Kelker. The motion passed unanimously. Trustee Guthals is ineligible to vote on elementary issues. The following is the resolution:

 

Whereas, the Board of Trustees of Billings Public Schools District No. 2, Yellowstone County, State of Montana, have received nominating petitions and write-in intent declarations equal to the number of positions to be elected for Elementary/High School Trustee by Single Member District in Zone 4;

 

Whereas, in accordance with 20-3-313 MCA, the Board of Trustees have the authority to declare elected by acclamation such candidate;

 

Therefore be it Resolved, that Trustee candidate Kathy Aragon is hereby duly elected by acclamation for a three-year term to the Board of Trustees of Billings Public Schools District No. 2.

 

HIGH SCHOOL TRUSTEE (NOMINATING DISTRICT A – LOCKWOOD) ELECTION BY ACCLAMATION

 

Trustee Goodrich made the following motion with a second by Trustee Guthals:

 

Motion to approve the Resolution of electing Teresa M. Stroebe by Acclamation for a three-year term to the Board of Trustees of Billings Public Schools High School District No. 2.

 

Those voting in favor were Dawn Achten, Peter Gesuale, Joel Guthals, Malcolm Goodrich, and Katharin Kelker. The motion passed unanimously. The following is the resolution:

 

Whereas, The Board of Trustees of Billings Public Schools District No. 2, Yellowstone County, State of Montana, have received nominating petitions and write-in intent declarations equal to the number of petitions to be elected for High School Trustee (Nominating District A).

 

Whereas, in accordance with 20-3-313 MCA, the Board of Trustees have the authority to declare elected by acclamation such candidate;

 

Therefore be it Resolved, that Trustee candidate Teresa M. Stroebe is hereby duly elected by acclamation for a three-year term to the Board of Trustees of Billings Public Schools High School District No. 2.

 

ADMINISTERING OATHS AND REORGANIZATION OF THE BOARD

 

District Clerk Hudetz administered the oath of office to Barbara Bryan and Teresa Stroebe.

 

District Clerk Hudetz opened the floor for nominations for Board Chair. Trustee Gesuale made the following motion with a second by Trustee Guthals:

 

Motion to nominate Malcolm Goodrich as Board Chair.

 

Those voting in favor were Dawn Achten, Barbara Bryan, Peter Gesuale, Joel Guthals, Malcolm Goodrich, and Teresa Stroebe. The motion passed unanimously.

 

Chair Goodrich opened nominations for Vice-Chair. Trustee Gesuale made the following motion with a second by Trustee Achten:

 

Motion to nominate Joel Guthals as Vice-Chair.

 

Those voting in favor were Dawn Achten, Barbara Bryan, Peter Gesuale, Malcolm Goodrich, Joel Guthals, and Teresa Stroebe. The motion passed unanimously.

 

 

Trustee Gesuale made the following motion with a second by Trustee Achten:

 

Motion to appoint Leo Hudetz as District Clerk.

 

Those voting in favor were Dawn Achten, Barbara Bryan, Peter Gesuale, Malcolm Goodrich, Joel Guthals, and Teresa Stroebe. The motion passed unanimously.

 

Trustee Guthals welcomed Trustees Bryan and Stroebe to the Board.

 

Trustee Gesuale made the following motion with a second by Trustee Achten:

 

Motion to adjourn.

 

Those voting in favor were Dawn Achten, Barbara Bryan, Peter Gesuale, Malcolm Goodrich, Joel Guthals, and Teresa Stroebe. The motion passed unanimously. The Chair administered the oath of office to District Clerk Hudetz.

 

As there was no further business, the meeting adjourned at 6:05 p.m.
