High School District No. 2, Yellowstone County

February 2, 2010

CALL TO ORDER

The Agenda Setting Meeting of the Board of Trustees of School District No. 2, Yellowstone County, Montana, and High School District, Yellowstone County, Montana, was duly held at The Lincoln Center, 415 North 30th Street, Billings, Montana, February 2, 2010, at 12:00 p.m.

Members present included Trustees Peter Gesuale, Barbara Bryan, Mary Jo Fox, Malcolm Goodrich, Joel Guthals, Superintendent Jack Copps, District Clerk Leo Hudetz, Dave Williams, Kathy Olson, Nancy Hines, Dan Martin, Thomas Harper, Scott Anderson, and Dave Munson.

Chair Goodrich stated the call for mill levies for the full amount would be on the agenda for February 15. An explanation of the budget cap will also be presented at the meeting. Trustee Bryan asked for a list of technology items to be purchased if the technology levies were to pass. A report from the Budgeting for Results Committee will be a part of the agenda. The only changes expected in the projected budgets would be in the high school district. Chair Goodrich reported the Yes For Kids Committee will only support the elementary general fund mill levy, not the technology levies. Clerk Hudetz stated the mill levies will be by mail ballot.

Reports from the Strategic Planning Committee and Planning and Development Committee will be given at the February regular meeting. Mr. Hudetz stated fliers went home in children’s backpacks for the District #1 vacancy.

The Superintendent Search Committee will give an update on the search for a new superintendent. Interviews of finalist will be held on March 1st and March 2nd. Superintendent Copps stated the media may ask for the names of the finalists before an official announcement is made. It was decided he would direct requests from the media to Trustees Goodrich and Guthals. Trustee Guthals will contact the Montana School Board Association to determine if candidates would waive their rights of privacy. Mr. Guthals felt the names might be released but not the applications due to the candidate’s right to privacy.

A presentation on the Successful Practices Network at Senior High will also be given, as requested by Trustee Bryan. Trustee Gesuale requested an item be placed on the agenda for the Delegate Assembly that is scheduled for the summer.

Trustee Bryan requested an informational packet be developed for prospective new trustees. Information is available for any interested trustee candidates at this time. Trustee Bryan felt it was time to start gathering information for compensation for the various bargaining units. Trustee Bryan asked if formal requests had been made to the unions to re-open the contracts. Chair Goodrich stated it will be discussed at the March agenda setting meeting. He asked Mr. Martin to speak with the BEA President, Jeff Greenfield, but felt the District did not have a legal right to ask for the contracts to be re-opened.

Superintendent Copps reported the Yes For Kids Committee had their first meeting and will meet every week before the election. The committee will be recognized at a future meeting. Yes For Kids will present at the February or March regular Board meeting on the elementary mill levy.

As there was no further business, the meeting adjourned at 12:40 p.m.

Malcolm Goodrich, Chair
