PROCEEDINGS OF THE SCHOOL HEALTH ADVISORY COUNCIL

Billings, Montana

 

February 9, 2010

 

The School Health Advisory Council met Tuesday, February 9, 2010 at 4:00 pm in Room 219 of Lincoln Center. Virginia Mermel presided over the meeting. Attending were, Bernie Mason, Karen Dawson, Kay Schwartz, Beverly McHugh, Marv Forquer, Anne Nichols, Elizabeth Clemins and Thomas Harper.

 

Introductions

Virginia Mermel welcomed the committee.

 

SHAC Presentation to School Board

Virginia Mermel reported that Bev McHugh, a registered dietician at St. Vincent’s Hospital, is helping her put an informational presentation together for the school board. They will be presenting issues regarding wellness policies that have been approved but are not being followed. Bev and Ginny will be presenting to the board in March. Thomas Harper put the SHAC presentation on the school Board calendar for Mon Mar 21st. at 6 PM. Bev McHugh will review the purpose of SHAC its goals, accomplishments and challenges. Virginia will describe the BackPack Program. They will provide a background packet to the school board members before their presentation.

 

Virginia read part of two emails she received from teachers complaining that the SHAC policies for school wellness are not being followed. She also said two schools, Miles Ave and Highland have asked for lists of healthy party foods they can recommend for the upcoming school Valentine’s parties. Elisabeth Clemins asked for a copy of this information so she can share it with the principal and PTA at Poly Drive School.

 

BackPack Program Update

Virginia Mermel reported on the success of the Jan 21st Childhood Hunger Summit. The meeting was well attended by several agencies from the Billings area who came together to coordinate efforts to deal with childhood hunger in our town. Their efforts will help sustain the BackPack Meals program and find ways to feed children enrolled in the Free and Reduced meals program during the school year that face food shortages during summer vacation.

 

Universal Breakfast

Virginal Mermel reported that Bette Hunt from Sodexo was unable to attend the meeting because a USDA audit was in progress, however, Sodexo will launch universal breakfast starting March 1st at Orchard Elementary School, due to the fact the school serves 92% free and reduced (f&r) meals. Other high f&r schools may be next.

 

Legislative Update – School Food Bills

Virginia Mermel reported that there are several bills that have come up at the national level that would not only provide meals for after school programs but would provide feeding centers in cities for families in need.

 

The School Nutrition bill is up for re-authorization. Because there was no time for a formal reauthorization due to on going health reform debates, the congress and senate provide an emergency extension that expires in March to keep the programs afloat until formal reauthorization can be completed some time this spring. Support from the SHAC will be requested as the bill works its way through the legislative process.

 

Status of SHAC Assessment Tool

Virginia Mermel confirmed that the School Wellness assessment tool, which has been developed, will not be put to use until after the SHAC presentation to the Board in March.

 

Update From Physical Activity Team

Paul Manning was not at the meeting to make the presentation.

 

Approval of Minutes

The minutes from the December 1, 2009 meeting were presented. Anne Nichols moved and Bernie Mason seconded that the minutes be approved. Motion passed unanimously.

 

Upcoming Meetings

Next SHAC meeting is scheduled for 4:00 p.m. on March 10, 2010 - Room 219 – Lincoln Center.
