February 9, 2010

 

CALL TO ORDER

 

The Special Meeting of the Board of Trustees of School District No. 2, Yellowstone County, Montana, and High School District, Yellowstone County, Montana, was duly held at The Lincoln Center, 415 North 30th Street, Billings, Montana, February 9, 2010, at 5:30 p.m.

 

Members present included Trustees Kathy Aragon, Mary Jo Fox, Peter Gesuale, Malcolm Goodrich, Joel Guthals, Teresa Stroebe, Barbara Bryan, and Joyce Weber. Others present included District Clerk Leo Hudetz, Financial Officer Thomas Harper, Human Resources Director Dan Martin, and Bob Vogel from the Montana School Board Association.

 

SUPERINTENDENT APPLICANTS SCREENING

 

Chair Goodrich reported the Board members would review the applications but no Board decisions would be made at these meetings. Bob Vogel, Montana School Board Association (MTSBA) reviewed the process for the Board members. He supplied survey results as well as the list of the 23 applicants. Mr. Vogel stated MTSBA did a name based background check at this time. As one applicant did not get his application submitted by the closing date, his name was eliminated. The Board members split into three groups at 6:14 p.m. The groups were Peter Gesuale, Barbara Bryan and Joyce Weber; Joel Guthals, Malcolm Goodrich, and Mary Jo Fox; and, Teresa Stroebe and Kathy Aragon.

 

Trustee Gesuale reported his group chose three candidates and two more that they wanted to look at further. Chair Goodrich stated his group favored five applicants that they would like to pass on for consideration. Trustee Aragon reported her group felt one was an excellent candidate, four might be considered and one a definite no.

 

Trustee Gesuale stated they had two marginal candidates, Fred Anderson and Heather Henderson Hill as he did not feel Mr. Anderson had enough experience. Trustees Weber and Bryan agreed with Trustee Gesuale.

 

Trustee Goodrich reported his group chose Barbara Hickman due to her experience with economic issues and diversity. He also picked Keith Meyer from Helena as he has experience with financial issues. Trustee Guthals chose Andrew Holmlund and Josh Middleton. Mr. Holmlund has several years experience as a Superintendent and succeeded well, but it is in a smaller district. Trustee Guthals chose Mr. Middleton as he believed his application was strong and good experience as a Superintendent. Trustee Fox felt Christopher Hines was a strong candidate as he works well with his community. Trustee Aragon stated her group felt Mark Payler’s application should be reviewed by the other Board members as he was strong in team work potential. Scott Rogers was also chosen by the group. Trustees Aragon and Stroebe did not choose Dave Perkins and Jim Whealon as they did not have the financial experience. They felt Cole Pugh should be reviewed by the other members. Trustee Guthals was concerned that Mark Payler did not have a Superintendent’s certificate. All members felt that Dave Perkins was out but Jim Whealon would be given further consideration.

 

Chair Goodrich stated the candidates would be reviewed further. The meeting tomorrow evening will be a review of the applicants by all members who are able to attend. The applications will be held in Mr. Hudetz’s office for further review if necessary.

 

Interviews for the final candidates will be held on March 1st and 2nd. The members decided to review four more applications: Heather Henderson Hill, Mark Payler, Scott Rogers and Jim Whealon.

 

The meeting recessed at 8:40 p.m. and will reconvene on Tuesday, February 10th at 5:30 p.m.

The meeting reconvened at 5:30 p.m. Those present included Trustees Barbara Bryan, Mary Jo Fox, Peter Gesuale, Teresa Stroebe, and Joyce Weber.

 

Those present reviewed the applications but no decisions were made.
