AD HOC COMMITTEE FOR STRATEGIC PLANNING

Billings, Montana

 

 

January 25, 2011

 

Call to Order

 

The meeting of the Ad Hoc Committee for Strategic Planning of the Board of Trustees of School District No. 2, Yellowstone County, Montana, and High School District, Yellowstone County, Montana, was duly held at The Lincoln Center, 415 North 30th Street, Billings, Montana, January 25, 2011 at 8:00 a.m.

 

Those present included: Trustees Barbara Bryan, Kathy Aragon, Connie Wardell, Greta Besch-Moen, Superintendent Keith Beeman and District Clerk Leo Hudetz. Also present was Jeff Greenfield of the Billings Education Association.

 

Communication from the Public

 

The Board recognizes the value of public comment on educational issues and the importance of listening to members of the public in its meetings. The Board also recognizes the statutory and constitutional right of the public to participate in governmental operations. The Board encourages members of the public to participate in and express opinions about issues important to the District. This part of the board’s meeting is dedicated to public comment on any public matter that is not on the agenda of this meeting and is within the jurisdiction of the Board of Trustees. Members of the public may also address particular items on this agenda either now or at the time the Board considers the particular item. There were no public comments.

 

National School Boards Association Webinar

 

The committee viewed a webinar sponsored the National School Boards Association about strategic planning. The webinar was conducted by Mr. Doug Eadie. The webinar focused on the strategic planning process and the role of committees under school boards.

 

 

 

Teleconference with Doug Eadie

 

At 9:00 a. m. the committee called Mr. Doug Eadie, of Doug Eadie and Company from Florida, to get his advice regarding the strategic planning process in Billings Public Schools. For approximately forty-five minutes the board asked questions regarding the particular issues facing Billings Public Schools. Mr. Eadie stated that high performing school boards usually have a Planning Committee and a Performance Monitoring Committee. Mr. Eadie added a Community Relations committee can be effective if there are issues to keep it focused and engaged. Mr. Eadie pointed out that a planning committee deals with the future but the performance monitoring committee deals with actual data and benchmarks to evaluate the effectiveness of the district. He said that the planning committee does not actually do the planning but sets goals and works with the superintendent to make sure planning is accomplished. Except for capital planning, Mr. Eadie discouraged the district from making big audacious long term plans. Rather, since circumstances change quickly, the planning should focus on priority items to accomplish in the next year. Mr. Eadie stated that any strategic planning must be done with patience so that all issues important to the district and stakeholders are considered before a plan is developed. He stated that board members must be involved with strategic planning from the beginning and not just rubber stamp something that has come to them from within the organization.

 

 

 

Future plans

 

After the conference call with Mr. Eadie, the committee discussed the direction of the strategic planning process. Chair Bryan expressed that it was important for the District to develop a strategic plan and much groundwork has already been completed. The committee will meet again to determine when to schedule a meeting with all the stakeholders involved with strategic planning. Trustee Wardell expressed the importance of communicating the strategic planning process to the public and including various interest groups.

 

 

 

As there was no further business, the meeting adjourned at 10:25 a.m.
