High School District No. 2, Yellowstone County

Billings, Montana

 

March 8, 2011

 

CALL TO ORDER

 

The Special Meeting of the Board of Trustees of School District No. 2, Yellowstone County, Montana, and High School District, Yellowstone County, Montana, was duly held at The Lincoln Center, 415 North 30th Street, Billings, Montana, March 8, 2011 at 12:00 p.m.

 

Members present included Trustees Connie Wardell, Greta Besch Moen, Lindy Graves, Barbara Bryan, Travis Kemp, Joel Guthals, Joyce Weber (via phone), District Clerk Leo Hudetz, and Superintendent Keith Beeman. Trustees Teresa Stroebe and Kathy Aragon were excused. Others present were Scott Anderson, Kathy Olson, Gail Surwill, and Dave Williams.

 

Registered guest was Jeri Anton.

 

COMMUNICATION FROM THE PUBLIC

 

The Board recognizes the value of public comment on educational issues and the importance of listening to members of the public in its meetings. The Board also recognizes the statutory and constitutional right of the public to participate in governmental operations. The Board encourages members of the public to participate in and express opinions about issues important to the District. This part of the Board’s meeting is dedicated to public comment on any public matter that is not on the agenda of this meeting and is within the jurisdiction of the Board of Trustees. Members of the public may also address particular items on this agenda either now or at the time the Board considers the particular item.

 

Kevin Nelson addressed the Board regarding tax increment districts as they are levied by the City but funds are not distributed to the school districts. He felt there was approximately $2,000,000 that does not go to this district. He felt there were funds available for the district.

 

RESOLUTION CALLING FOR AN ELEMENTARY LEVY ELECTION -- MAY 3, 2011

 

Chair Bryan stated the Trustees must make a decision by March 24th if a mill levy should be run on May 3, 2011. If a mill levy is run on August 10, 2011, a decision must be made by June 30, 2011. The closing date of the legislative session is April 21, 2011. Once amounts are set for a mill levy they cannot be changed.

 

Trustee Wardell felt mill levies could not be called for until the budget is known as set by the legislators. Trustee Graves agreed but felt the Board should consider a levy for buildings. Trustee Guthals stated the District has done better passing levies when the financial picture is known. He was not in favor of the election being called for this spring. Travis Kemp agreed it was too early to decide. Trustee Besch Moen believed the District needed to wait until we know what our funding issues are. Chair Bryan agreed and felt the Board could not make a case now as it is not known what the financial picture is.

 

Trustee Wardell made the following motion with a second by Trustee Graves:

 

Motion to not run an elementary May 3rd mill levy election and wait until June to decide for a later election.

 

Those voting in favor were Barbara Bryan, Greta Besch Moen, Lindy Graves, Travis Kemp, Connie Wardell, and Joyce Weber. The motion passed unanimously. Trustee Guthals is ineligible to vote on elementary issues.

 

RESOLUTION CALLING FOR A HIGH SCHOOL LEVY ELECTION -- MAY 3, 2011

 

Trustee Wardell made the following motion with a second by Trustee Guthals:

 

Motion to not run a high school May 3rd mill levy election and wait until June to decide for a later election.

 

Those voting in favor were Barbara Bryan, Greta Besch Moen, Lindy Graves, Travis Kemp, Connie Wardell, Joel Guthals, and Joyce Weber. The motion passed unanimously.

 

Chair Bryan reported she would report to Yes For Kids that mill levies would not be run in May. District Clerk Hudetz stated it is ideal to run a mill levy in July as the budget needs to be set by August 15th and the numbers would not be known then if an August 10th mill levy election were held.

 

As there was no further business, the meeting adjourned at 12:25 p.m.
