curnowc Posted July 6, 2011 Report Share Posted July 6, 2011 Joint Meeting Proceedings of the Board of Trustees Elementary District No. 2, Yellowstone County High School District No. 2, Yellowstone County Billings, Montana Policy Review Committee and Ad Hoc Committee For 2011 Strategic Planning March 8, 2011 Call to Order The Joint Committee met on Tuesday, March 8, 2011 at 10:30 a.m. at the Lincoln Center, 415 North 30th Street, Billings, Montana. The meeting was chaired by Trustee Barbara Bryan. Committee members present were Trustee Barbara Bryan and Trustee Connie Wardell. Also present were Superintendent Keith Beeman and Leo Hudetz, Clerk. Guests included Trustee Greta Besch Moen, Kathy Olson, Executive Director of Elementary Ed., Scott Anderson, Executive Director of Secondary Ed. and Jeff Greenfield from the Billings Education Association. Policy 1111 – Election Trustee Barbara Bryan stated that Trustee Joel Guthals questioned the text on page two of Policy 1111 “Trustees boundaries shall be reestablished every ten years after the statewide redistricting committee establishes new legislative districts based on new decennial census data collected each decade.” Trustee Joel Guthals wanted the wording statewide redistricting removed. The new wording shall read “The Board shall consider reestablishing trustee boundaries every ten years based on new decennial census data.” Trustee Connie Wardell moved to present the changes to Policy 1111 to the Board at the March meeting. Barbara Bryan seconded. The motion passed unanimously. Strategic Planning Trustee Barbara Bryan reported that after the meeting on January 25, 2011 with Doug Eadie regarding moving the strategic planning and committee structure forward. Mr. Eadie recommended that the committee structure and board governance role be in place before starting strategic planning. A draft agreement with Mr. Eadie was presented to the committee that combines two focuses. *Have outside facilitation assistance to help talk about committee structure *To get strategic planning process back on tract Trustee Bryan went over the draft and told the committee that Strategic Planning could be done after the Board elections. Some tentative dates were discussed. Friday, April 29th for a board retreat and schedule strategic planning on May 14th and 15th. Connie Wardell expressed concern with timing and selection of an out of state consultant. Trustee Wardell also stated that she did not want to proceed with the selection until after attending the NSBA conference. Trustee Wardell stated that she is not totally objecting but would like to talk to other people first before making a decision. She would also like to wait until the legislative session finishes. Greta Besch Moen stated that Doug Eadie has a wealth of experience and would be very valuable and would take a very objective look at board structure. Trustee Bryan told the committee that in order to have a functional board we need to move forward quickly and have something in place. The board has been working on the strategic planning process for over 1½ years without much progress and she feels we are losing credibility with the group. We are going to have to put groups together to review strategic initiatives such as health care costs and facilities planning. Trustee Bryan would like to go forward with some of these initiatives within the context of a bigger plan. Barbara Bryan told the committee that they will wait until the April board meeting to bring this proposed contract with Mr. Eadie to the Board. Approve Minutes of January 25, 2011 Meeting Trustee Connie Wardell moved to approve the minutes of the January 25, 2011 Ad Hoc Committee For Strategic Planning meeting. Barbara Bryan seconded. The motion passed unanimously.
