June 13, 2011

 

Call to Order

 

The Policy Review Committee met on Monday, June 13, 2011 at 1:15 p.m. at the Lincoln Center, 415 North 30th Street, Billings, Montana.

 

The meeting was chaired by Trustee Barbara Bryan.

 

Committee members present were Trustee Barbara Bryan. Trustee Kathy Aragon, Trustee Connie Wardell, Trustee Lindy Graves and Trustee Travis Kemp. Also present were Superintendent Keith Beeman and Leo Hudetz, Clerk. Guests included Trustee Pam Ellis and Dave Williams, Activities Director

 

Policy 3250 and Procedure 3250-P1

 

Karen Palmer reviewed the changes that have been made to Policy 3250 and Procedure 3250-P1.

Karen took a look at the Student Discipline Policy as well as the District’s Acceptable Use Policy and tried to find agreement between the two so that they would work well together. The areas that previously referred to hazing or bullying now covers cyberbullying.

 

Trustee Lindy Graves expressed that parents believe that the grievance process is not being handled appropriately. After visiting with Middle School Principals, Trustee Graves said that they would like parents and students be required to attend an all school assembly and have them sign off on the policy – that way parents cannot claim ignorance to the policies. Trustee Graves would like to have a community meeting with administrators and listen to public input. A meeting will be scheduled to discuss this process with parents and community people. It was suggested that Jeff Weldon also attend the meeting. Trustee Barbara Bryan will contact Rob Rogers at the Gazette once the dates have been set for the meeting. Superintendent Beeman will contact administrators.

 

Karen Palmer reported that in the past they have had parent meetings with FBI and Resource Officers that have been poorly attended.

 

Leo Hudetz reminded the committee that we do have a couple of avenues available to parents for complaints. Complaint against a District Employee that goes through an appeal process and Policy 1700 Uniform Complaint Procedure that goes through a hearing process.

 

A motion was made by Connie Wardell to recommend that Policy 3250 and Procedure 3250-P1 be sent to the Board of Trustees as amended for first reading at the June board meeting. Lindy Graves seconded. The motion passed unanimously.

 

 

 

 

 

 

 

Policy 4333 – Proposed Advertising and Promotion Guidelines

 

Dave Williams reported that a committee of seven people worked on and wrote the proposed policy. Committee members Judy Chapman and Karen Sanford-Gall helped with outside sign companies. The proposed policy was brought before COLT and they had the opportunity to have principals look at the policy.

 

Some of the questions that have been raised are:

*What kind of advertising is permitted?

*Are students protected from that advertising?

*Are students protected from outside influence from advertising?

*What is the market value for advertising?

*How should we give access to that marketing for our students?

 

The committee used several policies from outside school districts and used the best of all of them.

 

Dave Williams discussed the fair market value for any sign being placed on Billings Public School property. The board reviewed the Sponsorship Agreement and decided that Jeff Weldon should also go over the document.

 

After a review of the proposed policy and the Sponsorship Agreement a few changes were made in wording.

 

Trustee Bryan made it clear that she does not want to see any signage on school property. Kathy Aragon said that this issue is already covered in the School Health Wellness Policy and this policy needs to be cross-referenced with Policy 4333.

 

A motion was made by Kathy Aragon to recommend that Policy 4333 be sent to the Board of Trustees as amended for first reading. Connie Wardell seconded. The motion passed unanimously.

 

Policy Changes Recommended by Montana School Board Association

 

Leo Hudetz explained that MTSBA made changes to Policy 1111, 1120, 1210, 1400 and 1532 based on recent legislative recommendations. Trustee Bryan would like Jeff Weldon to take a look at Policy 1210.

 

A motion was made by Kathy Aragon to recommend the changes to the above listed policies. Connie Wardell seconded. The motion passed unanimously.

 

 

 

 

 

 

 

 

 

Minutes

 

A motion was made by Connie Wardell to recommend that the minutes from February 16, 2011, March 8, 2011 and April 15, 2011 be approved. Kathy Aragon seconded. The motion passed unanimously.

 

The committee adjourned at 3:15 p.m.
