Diane Blevins Posted July 28, 2011 Report Share Posted July 28, 2011 Proceedings of the Board of Trustees District No. 2, Yellowstone County High School District No. 2, Yellowstone County Billings, Montana July 14, 2011 CALL TO ORDER The Legislative Sub-Committee Meeting of the Board of Trustees of School District No. 2, Yellowstone County, Montana, and High School District, Yellowstone County, Montana, was duly held at The Lincoln Center, 415 North 30th Street, Billings, Montana, July 14, 2011, at 12:00 p.m. Those present included Trustees Connie Wardell, Teresa Stroebe, Pam Ellis, Kathy Aragon, District Clerk Leo Hudetz, and Superintendent Keith Beeman. The school districts participating in VisionNet were Bozeman, Great Falls, Missoula, Helena, and the Montana School Boards Association (MTSBA). Bob Vogel, MTSBA, reported the Interim Education Committee adopted their work plan which covers training and school finances. The committee meets again in September and every month after September. Staff will be working on issues in between the scheduled meetings. The Bozeman district felt it is a good time to speak with the members of the education committee. Trustee Wardell reported Billings will give a presentation to the committee that addresses equity. She felt a brief history could be given as to how the districts have been funded over the years but more time should be spent on the remedy for inequity. A copy of the presentation given by Eddie Black last year will be sent out to the districts. Mr. Vogel stated the AA superintendents recently met in Helena to discuss graduation issues. The Missoula district stated the donation from Dennis and Phyllis Washington was well received by their district and the community. Mr. Vogel requested more information from Missoula to aid the other districts. Missoula reported they invite a community member to attend a school board meeting to show the board members what the school district needs to provide in education to prepare students for the business world. Missoula reported they would share what has worked in Missoula to keep students in school. The Great Falls district felt they should talk about it before making a decision. Bob Vogel raised the matter of federal issues. An effort is being made to give each district the ability for more flexibility in the use of funds. Another effort is being made by organizations to take a look at regulatory relief from No Child Left Behind. Funds may be held from Montana because the state was in violation with the No Child Left Behind Act. Those participating in VisionNet felt it was very important information to receive. A discussion was held on the best day and time for the AA districts to meet in VisionNet. Each district will contact Mr. Vogel regarding those dates/times to meet. Mr. Vogel asked if there was anyone who wanted to chair the meetings and set up an agenda. As there was no response, Mr. Vogel will continue to chair the meetings for now and will discuss the issue again at a future meeting. Trustee Wardell felt legislative redistricting should be discussed at the next VisionNet meeting. Mr. Vogel will notify the districts with a date and time for the next meeting. VisionNet ended at 1:05 p.m. The Legislative Subcommittee decided the best day to meet was noon on Tuesdays.
