August 8, 2011

 

CALL TO ORDER

 

The Legislative Sub-Committee Meeting of the Board of Trustees of School District No. 2, Yellowstone County, Montana, and High School District, Yellowstone County, Montana, was duly held at The Lincoln Center, 415 North 30th Street, Billings, Montana, August 8, 2011, at 12:00 p.m.

 

Those present included Trustees Connie Wardell, Pam Ellis, Barbara Bryan, and District Clerk Leo Hudetz.

 

The school districts participating in VisionNet were Bozeman, Great Falls, Missoula, Butte, Kalispell, and the Montana School Boards Association (MTSBA).

 

The Bozeman district volunteered to present on September 15 and 16 in Helena at the Interim Legislative Education Committee. Bob Vogel, Montana School Board Association (MTSBA), stated he believed the AA group should stay focused on the funding formula. Districts participating felt it was good to give the AA perspective to the Interim Education Committee. Trustee Wardell urged the presentation use the word ‘equity’ as it does not appear anywhere in the document as it stands now. She also recommended the legislators be given a simple, short explanation of funding. Bozeman believed graphs should be used. Trustee Wardell suggested the legislators be told who the AA districts are, the funding formula used for the AA districts, and the number of students that are served which is larger than the population of most counties in the state. Bozeman trustees wanted to include a discussion on what works in AA districts, not just what does not work. Missoula added the legislators should be informed that the AA districts are prepared to meet the needs of the students for the 21st century education. Bob Vogel will send an email to the districts as to what will be presented. Great Falls felt the inflationary increase should also be included in the discussion as well as setting a performance base for funding. An accountability way for funding should be set up.

 

Bob Vogel reported MTSBA has a resolution that deals with the funding formula. He will keep the districts informed. Bozeman felt the trustees that are also parents should give their perspective to the legislators. Missoula believes it would be better to share our perspectives instead of giving a presentation.

 

Mr. Vogel stated the Federal Department of Education will announce the disbursement of waivers for Adequate Yearly Progress (AYP) requirements. He has heard that Montana will not lose any sanctions and he will report to the districts when the report is released.

 

The next meeting of VisionNet was scheduled at noon on September 15, 2011. Don Jones, MTSBA, felt another VisionNet with Denise Juneau, State Superintendent, should be held prior to the September 15th meeting. Redistricting will be a topic of discussion in a future meeting. The VisionNet meeting ended at 1:00 p.m.

 

Trustee Wardell made the following motion with a second by Trustee Ellis:

 

Motion to approve the Legislative Committee minutes of July 11, 2011 and July 14, 2011

 

The motion passed unanimously by Trustees Ellis and Wardell.

 

As there was no further business, the meeting adjourned at 1:00 p.m.
