August 29, 2011

 

CALL TO ORDER

 

The Legislative Sub-Committee Meeting of the Board of Trustees of School District No. 2, Yellowstone County, Montana, and High School District, Yellowstone County, Montana, was duly held at The Lincoln Center, 415 North 30th Street, Billings, Montana, August 29, 2011, at 12:00 p.m.

 

Those present included Trustees Pam Ellis, Connie Wardell, Teresa Stroebe, Barbara Bryan, Kathy Aragon, and District Clerk Leo Hudetz.

 

Districts participating in VisionNet were Kalispell, Butte, Bozeman, Helena, Great Falls, and Missoula.

 

LEGISLATIVE ISSUES

 

Bob Vogel, Montana School Board Association (MTSBA), reported Dan White, legal counsel, will give information on the funding system at the September 15 and 16 meetings. Public comment will be given on September 15 after Jim Standard’s discussion on funding systems. It would be a good time to share the AA schools’ perspective on the future of the AA schools. Don Jones, Helena, stated the education committee would also like to see more information on funding. Trustee Wardell suggested the committee should be given information on basic entitlement. Michael Lambert, Helena, believed a presentation should be given to the committee on fundamentals as well as AYP testing. Dr. Beeman’s presentation to parents on funding will be sent to Bob Vogel.

 

Great Falls believed it is time to move forward but it should be done cautiously. Trustee Stroebe agreed but felt the elephant in the room cannot be ignored as to how the AA schools receive their funding. Receiving equity would not mean less money for the smaller districts. Mr. Vogel reported Lance Melton or Jim Standard could give information as to how the change would occur if changes were made in funding. The high points could be summarized in a presentation with the focus on changing the situation of inequity among the districts. Missoula felt the AA schools need to get across to the legislators that there is a problem and would work with them to fix the problem. Trustee Ellis suggesting using Madylin Quinlan’s presentation on funding. The bill passed by the legislators on reporting will cost the districts more money.

 

Mr. Vogel stated the education committee has expressed an interest to better understanding funding themselves on how the system currently works. Missoula felt the AA schools should encourage the legislators to concentrate on what could be achieved and how to go in that direction. Great Falls believed the issue of loss of federal funding for AA schools should also be emphasized. Missoula felt it would save time if the districts told legislators that they did not believe in performance based funding.

 

Mr. Vogel stated this group needs to come up with two or three trustees that would be willing to be the spokesperson for funding. He asked the districts to send information to him and he would disseminate it to the other districts. Mr. Vogel will also send out information on Senate Joint Resolution 28 which addresses punishment for districts who do not meet standards.

 

The next meeting was scheduled for September 13, 2011 at 12:00 p.m.

 

APPROVAL OF MINUTES

 

Trustee Wardell stated the minutes will be approved at the next Legislative Committee meeting.

 

As there was no further business, the meeting adjourned at 1:15 p.m.
