May16, 2005

 

Call to Order

 

The Special Meeting of the Board of Trustees of School District No. 2, Yellowstone County, Montana, and High School District, Yellowstone County, Montana, was duly held at The Lincoln Center, 415 North 30th Street, Billings, Montana, May 16, 2005, at 7:20 p.m.

 

Those present included: Judith Herzog, Gene Jarussi, Superintendent Rod Svee, Katharin Kelker, Mike Dimich, Conrad Stroebe, Clerk Leo Hudetz, Malcolm Goodrich, Dale Getz, and Karen Moses.

 

Communication from the Public

 

The Board recognizes the value of public comment on educational issues and the importance of listening to members of the public in its meetings. The Board also recognizes the statutory and constitutional right of the public to participate in governmental operations. The Board encourages members of the public to participate in and express opinions about issues important to the District. This part of the Board’s meeting is dedicated to public comment on any public matter that is not on the agenda of this meeting and is within the jurisdiction of the Board of Trustees. Members of the public may also address particular items on this agenda either now or at the time the Board considers the particular item. There were no public comments.

 

Farewell to Retiring Trustees

 

The Chair thanked Gene Jarussi, Judith Herzog, and Mike Dimich and commended their dedication to the District and students.

 

Canvass of Votes – May 3, 2005 Election – Elementary Trustee by Single Member District

 

The following were the votes for Member District 1:

 

Dawn Achten 158

Michael Carson 44

 

Trustee Goodrich made the following motion with a second by Trustee Dimich:

 

Motion to approve the canvass of votes from May 3, 2005 election, Elementary Trustee Single Member

District #1.

 

Those voting in favor were Mike Dimich, Dale Getz, Malcolm Goodrich, Gene Jarussi and Karen Moses. The motion passed unanimously. Trustees Herzog and Stroebe are ineligible to vote on elementary issues.

 

Canvass of Votes – May 3, 2005 Election – High School Trustee Nominating District B

 

The following is the canvass of votes for the high school trustee:

 

Joel E. Guthals 188

Darryl S. Wilson 180

 

Trustee Stroebe made the following motion with a second by Trustee Herzog:

 

Motion to approve the canvass of votes from May 3, 2005 Election, High School Trustee Nominating

District B.

 

Those voting in favor were Mike Dimich, Dale Getz, Malcolm Goodrich, Judith Herzog, Gene Jarussi, Katharin Kelker, Karen Moses and Conrad Stroebe. The motion passed unanimously.

 

Elementary Single Member District – Zone 2 – Trustee Election by Acclamation

 

Trustee Getz made the following motion with a second by Trustee Goodrich:

 

Approve the Resolution of electing Sandra Mossman by acclamation for a three-year term to the Board of

Trustees of Billings Public Schools District No. 2 from Elementary Single Member District – Zone 2.

 

Those voting in favor were Mike Dimich, Dale Getz, Malcolm Goodrich, Gene Jarussi, Katharin Kelker, and Karen Moses. The motion passed unanimously. Trustees Herzog and Stroebe are ineligible to vote on elementary issues. The resolution is as follows:

 

Whereas, The Board of Trustees of Billings Public Schools District No. 2, Yellowstone County, State of Montana, have received nominating petitions and write-in intent declarations equal to the number of positions to be elected for Elementary Trustee by Single Member District in Zone 2, and there was no other reason for the Trustee election as called for by the resolution adopted at the March 21, 2005 Board Meeting;

 

Therefore be it Resolved, that Trustee candidate Sandra Mossman is hereby duly elected by acclamation for a three-year term to the Board of Trustees of Billings Public Schools District No. 2.

 

Administering Oaths and Reorganization of the Board

 

A.J. Micheletti, Yellowstone County Superintendent of Schools, administered the oath of office to Dawn Achten, Sandra Mossman, and Joel Guthals.

 

Clerk Hudetz opened the nominations for Board Chair. Trustee Goodrich nominated Katharin Kelker with a second by Trustee Getz. Trustee Stroebe made the following motion with a second by Trustee Goodrich:

 

Motion to elect Kathy by acclamation.

 

Those voting in favor were Dawn Achten, Dale Getz, Malcolm Goodrich, Joel Guthals, Katharin Kelker, Karen Moses, Sandra Mossman, and Conrad Stroebe. The motion passed unanimously.

 

The Chair opened the nominations for Vice-Chair. Trustee Getz nominated Malcolm Goodrich with a second by Trustee Moses. Trustee Stroebe made the following motion with a second by Trustee Getz:

 

Motion to elect Malcolm by acclamation.

 

Those voting in favor were Dawn Achten, Dale Getz, Malcolm Goodrich, Joel Guthals, Katharin Kelker, Karen Moses, Sandra Mossman, and Conrad Stroebe. The motion passed unanimously.

 

The Chair opened nominations for District Clerk. Trustee Stroebe nominated Leo Hudetz as District Clerk with a second by Trustee Moses. Trustee Getz made the following motion with a second by Trustee Goodrich:

 

Motion to appoint Leo as District Clerk by acclamation.

 

Those voting in favor were Dawn Achten, Dale Getz, Malcolm Goodrich, Joel Guthals, Katharin Kelker, Karen Moses, Sandra Mossman, and Conrad Stroebe. The motion passed unanimously. The Chair administered the Oath of Office to Clerk Hudetz.

 

As there was no further business, the meeting adjourned at 7:50 p.m.
