June 23, 2005

 

Call to Order

 

The Special Meeting of the Board of Trustees of School District No. 2, Yellowstone County, Montana, and High School District, Yellowstone County, Montana, was duly held at The Lincoln Center, 415 North 30th Street, Billings, Montana, June 23, 2005, at 12:00 p.m.

 

Those present included: Superintendent Rod Svee, Katharin Kelker, Joel Guthals, Sandra Mossman, Malcolm Goodrich, Mary Jo Fox, and Karen Moses. Dawn Achten, Conrad Stroebe, Clerk Leo Hudetz, and Dale Getz were absent.

 

Registered guests included Jerry Hansen, Shanna Henry and Monica Witten.

 

Communication from the Public

 

The Board recognizes the value of public comment on educational issues and the importance of listening to members of the public in its meetings. The Board also recognizes the statutory and constitutional right of the public to participate in governmental operations. The Board encourages members of the public to participate in and express opinions about issues important to the District. This part of the Board’s meeting is dedicated to public comment on any public matter that is not on the agenda of this meeting and is within the jurisdiction of the Board of Trustees. Members of the public may also address particular items on this agenda either now or at the time the Board considers the particular item. There were no public comments.

 

Allan Audet, President of the Billings Education Association, urged the Board to support an elementary mill levy.

 

Resolution Calling for an Elementary Levy Election – August 2, 2005

 

Trustee Goodrich made the following motion with a second by Trustee Fox:

 

Move that we adopt a resolution declaring the amount of the elementary levy election, which will be held on

August 2, 2005, shall be in the amount of $1,039,329 which amount is approximately 7.38 mills and that the

resolution set forth in the pack on page 4 be adopted in its entirety.

 

Trustee Guthals asked if this is the last date for setting the amount. The Chair reported June 24th is the last date for setting the election and the amount can be set at a later date. Trustee Guthals felt the amounts should be correlated with the demonstrated needs of the district and the programs that will utilize the funds. Trustee Goodrich made the following amended motion with a second by Trustee Mossman:

 

Move to amend the motion to delete the dollar amount but to amend it to provide for the calling of the mill levy in the elementary district.

 

The Chair felt the cost of Read180 should be included in the amount for the mill levy. The Superintendent reported he would address that issue in his recommendation. Trustee Moses stated the foundation is very interested in the mill levy and would support it.

 

Those voting in favor of the amendment were Mary Jo Fox, Sandra Mossman, Karen Moses, Katharin Kelker, and Malcolm Goodrich. The motion passed unanimously. Those voting in favor of the amended motion were Mary Jo Fox, Sandra Mossman, Karen Moses, Katharin Kelker, and Malcolm Goodrich. The motion passed unanimously. Trustee Guthals stated, as he is ineligible to vote on elementary issues, he would have voted in support of the elementary levy if allowed.

 

 

 

 

As there was no further business, the meeting adjourned at 12:15 p.m.
