MEETING #3 AGENDA

Twenty-Year School Facilities Planning Committee

Billings Public Schools

6:30 PM, July 13, 2004

 

 

Purpose of This Meeting: To identify high school alternatives; to identify key information needed to analyze those alternatives; to discuss a preliminary work schedule and communications plan

 

PRE-AGENDA BUSINESS:

• Approval of minutes

• Draft project schedule

• Draft communications plan

• Schedule for high school tours

• Public comments

 

AGENDA

1. What Are The Alternative Solutions For Addressing Our High School Problems?

Be prepared to make a list of all alternatives you and others feel should be investigated (including new construction, use of existing buildings, etc.). Our combined list will be the foundation of much of our work in the coming months – so be specific.

 

2. What data do we need to analyze and evaluate each high school alternative we’ve identified?

• What data?

• What is the best source?

• Who will provide?

• When do we need it?

 

Again, be detailed and specific. Using the list we develop, we’ll start asking identified parties to provide the needed information.

 

3. Who do we need to talk to or hear from during our deliberations? Who in the community has information and perspectives that we need to consider?

• Person or organization?

• Subject?

• When?

 

4. Anything Else?

• Next meeting July 27th

 

Some thoughts that came out of Barb and John’s brainstorming discussion on June 30th relating to data and general information we will need to get straight in order to really understand the situation with the high schools and to formulate realistic and workable alternative solutions.

 

 

INVENTORY AND EVALUATION OF HIGH SCHOOL BUILDINGS

 

 

A. Condition of existing high school buildings

• Get all past studies

• Floor plans, site plans

• Complete list of building deficiencies (have been prepared by architects)

o condition

o code deficiencies

o safe/warm/dry issues

o educational issues

o aesthetic issues

o costs

 

B. What are design capacities of high schools? (How many kids should each existing school accommodate as they stand today with no changes or upgrades?)

• Get all past studies

• What are guidelines, standards, etc?

• Develop OUR recommendations for existing capacity and why.

o Our research

o Any state/federal requirements

o Any guidelines

o Past work

o Discussions with school staff

o Public opinions

o Other realities

o Our committee ideas

 

C. High School Space Utilization (what existing space in each building is used for and degree of use)

• Room by room tabulation of space use

• Hours of use each day

 

D. Conclusions

With this information we will be able to:

 Fully understand how the spaces in the existing high school buildings are used and the degree of utilization.

 Be able to confidently present to the community how the existing high schools are used.

 Be able to confidently present to the community if or how and to what degree the existing high schools are overcrowded.
