Call to Order

 

The Special Business Committee Meeting of School District No. 2, Yellowstone County and High School District No. 2, Yellowstone County, Montana was held at Lincoln Center, 415 North 30th Street, Billings, Montana, on Monday, October 04, 2005. Chair K. Dale Getz called the meeting to order at 7:00 a.m. and led those assembled in the Pledge of Allegiance. Committee members present were Peter Grass, Joan Sleeth, K. Dale Getz, Kari Altenburg, Jerry Hansen, Curt Prchal, and Joel Guthals. Absent were members Shanna Henry, Katharin Kelker, and Randy Durr. Also in attendance were Business Manager Thomas Harper, Rich Whitney and Dave Williams.

 

Repair Skyview Chiller #1

 

Rich Whitney reported that $9,160 has already been expended to troubleshoot the failure of this cooling/heating equipment. $35,772 is required to put this equipment back in service.

 

Funds from interest saved by refinancing the Skyview bonds are available in the H.S. Building Reserve Fund 261.

 

Joel Guthals moved to recommend Board approval to repair Skyview Chiller #1 for $35,772 by Armacost Trane Service Company, for a total cost of $44,932 expended from the H. S. Building Reserve Fund 261. Peter Grass Seconded the motion.

 

Jerry Hansen stated he would not support either issue on the agenda because:

1. At the Senior vs. West football game a week ago students conducted themselves in a destructive and inappropriate manner, and damaging and destroying bleachers is not acceptable fan behavior.

2. A Board spokesperson indicated damage to the temporary bleachers was proof the old bleachers needed to be demolished.

3. An administrator said damage would not cost District money because temporary bleachers were rented.

Jerry expects:

1. Student fans to act responsible and not damage property.

2. The Board accept responsibility for bleacher damage including repairing them.

3. Administrators take action necessary to protect property from unnecessary damage.

4. The District discipline students and pay for the bleacher damage before he will support repair to other facilities.

Voting in favor of the motion were Peter Grass, Joan Sleeth, Kari Altenburg, K. Dale Getz, Curt Prchal, and Joel Guthals. Voting against the motion was Jerry Hansen. The motion carried.

 

Skyview Water Side Economizer

 

This project at Skyview for $100,000 would accomplish the following:

1. Initial analysis indicates this project may pay back in utility savings in four winters.

2. It will reduce runtime on chiller #1.

 

Joel Guthals moved to forward this item to the Board at their October 10, 2005 Special Board Meeting for their consideration. Peter Grass seconded the motion. The motion carried unanimously.

 

Adjournment

There being no further business, the meeting was adjourned at 7:45 a.m.
