Proceedings of the Board of Trustees Ad Hoc Policy Committee

Elementary District No. 2, Yellowstone County

High School District No. 2, Yellowstone County

Billings, Montana

 

 

February 7, 2006

 

 

Call to Order

 

The Policy Review Committee met on Tuesday, February 7th at the Lincoln Center, 415 North 30th Street, Billings, Montana.

 

The meeting was chaired by Katharin Kelker and called to order at 1:45 p.m.

 

Those present included: Trustees Katharin Kelker and Malcolm Goodrich, Leo Hudetz, Jeff Weldon, Thomas Harper, Janet Baum, Woodrow Jensen, Guests Dayle Hayes and JackieYamanaka

 

The committee discussed the following items:

 

Healthy Foods Policies 8200 & 8230

 

Dayle Hayes presented a copy of the Model Wellness Policy from South Dakota that was approved by the State Board of Education. Dayle said that this model is state of the art.

 

Billings Action for Healthy Kids discussed the current draft of the School Wellness Policy. Many members had concerns about more physical activity being added to the Billings Public Schools policy. Dayle would like the district to hold a second public forum – combined with Community discussion highlighting the positive things going on in our schools and community. Dayle suggested that the forum take place on March 21st.

 

Katharin Kelker asked that Thomas use the MTSBA Nutrition Policy and present a draft to the Board on Feb. 20th for first reading. Thomas will work further on developing the procedures.

 

Policy 3250 – Bullying and Hazing

Jeff Weldon updated the committee regarding whether the District’s policy will meet new state law and regulations regarding bullying and hazing. Jeff informed the committee that the Board of Public Education will be considering changes to accreditation standards regarding this issue. If these changes are implemented, Billings Public Schools may have to amend Policy 3250.

 

Policy 1700 Appeals

Leo Hudetz reported that two dismissed complaints are being appealed by Jerry Hansen

and Dale Welliever. The committee decided to hear the appeals on March 20th at 4:30 p.m.

 

 

 

Policy 2500 – ESL/LEP

Woody Jensen, Director of Adult Education, addressed the committee with concerns regarding the district’s obligation to educate all persons regardless if they are residents of the District and/or the U.S.

 

He would like direction from the District in this area. The committee felt that Policy 2500, or a procedure related to it, should be revised to reflect requirements for persons to be educated within our district. This new policy/procedure should contain a section for K-12 and a section pertaining to Adult Ed.

 

Jeff will write policy/procedures and do a general review of selected policies for the impact of the Homeland Security Act.

 

 

Meeting was adjourned at 2:45 p.m.

 

Next meeting will be held on March 20, 2006 at 4:30 p.m.

 

Next regular meeting will be held on April 4, 2006 at 1:30 p.m.
