February 6, 2006


Call to Order

The Education Committee Meeting of School District No. 2, Yellowstone County, Montana, and the High School District, Yellowstone County, Montana was duly held at The Lincoln Center, 415 North 30th Street, Billings, Montana, Monday, February 6, 2006 at 5:30 p.m.

Chairman Conrad Stroebe presided.

Roll Call

The following were present at the meeting: Conrad Stroebe, Sandy Mossman, Brett Jette, Kathy Olson, Patty Fain, Karen Rice, Margaret Aukshum, Julie Sykes, Mary Edgemond, Dave Cobb, Karen Ziegler, Malcolm Goodrich, Diane Jensen. Gail Surwill was present with several members of her staff to give a presentation on the Read 180 Program.

Report on the Read 180 Program

Gail Surwill presented program information and current data from Billings Public School High School students in the Read 180 program. Students are in the program in 90-minute blocks and work their way through several modules. They are tested formally three times per year to evaluate their progress in the program. Students, parents and teachers were in attendance. They gave positive feedback to the Committee as to the impact the help they were receiving in reading was having on their reading in content areas as well as reading in general. The teachers spoke to how the program design allowed for them to spend more time working with individual students or in small groups of students.

In order for all students who qualify for Read 180 at one of the high schools additional sections are needed. The staffing at that school does not allow for this to occur. There was discussion that perhaps requesting additional staff to cover the additional needs at the high school might be an option.


Approval of the Minutes of the Education Committee for January 9th, 2006

Malcolm Goodrich moved to approve the Education Committee minutes of January 9th as presented. Sandy Mossman seconded the motion, and it passed unanimously.

Smaller Learning Community Grant Reports
Nancy Story from Senior provided a report on the programs that have been implemented through the SLC grant. Some examples of these programs are The Bronc Café, Kick Off Day/Mentoring, Inquire Teams, Summer Credit Recovery, Nova Net and Early-out Days.

There was discussion that a source of funding for at risk programs might possibly be the money received from the Legislature. Kathy Olson stated that the High School District would receive a little over $64,000 for at risk and around $70,000 to close the achievement gap for Native American students.
Position Paper Suggesting Requiring Technology Essentials

The Business Departments at the high schools are asking that Tech Essential be a required course. Darcy Conway submitted a written report with research and justification for this course request. West High School would like to pilot the program next year.

After discussion, it was requested that an advisory committee to study the ramifications of an additional elective at the high school be commissioned by Shaun Harrington. Some of the topics that need to be explored by this advisory group are the impact on 9th grade electives, credit recovery and financial obligations. It was requested by the Education Committee members that the Tech Essential Advisory Committee report back to the Education Committee at their April meeting.

Additional Items

The Report Cards from each school that are sent home to the parents each year were made available to the Committee members if they wanted a copy.

Patty Fain had some questions about the security control of Parent Connection.

There being no other items of business, the meeting was adjourned at 6:55 p.m.
