Guest sullinss Posted March 29, 2006 Report Share Posted March 29, 2006 Proceedings of the Business Committee School District No. 2, Yellowstone County High School District No. 2, Yellowstone County Billings, Montana February 14, 2006 Call to Order The Sub-Committee of the Business Committee of School District No. 2, Yellowstone County and High School District No. 2, Yellowstone County, Montana met at Lincoln Center, 415 North 30th Street, Billings, Montana, on Tuesday, February 14, 2006. Chair Dale Getz called the meeting to order at 3:30 p.m. Sub-Committee members present were K. Dale Getz, Peter Grass, Jerry Hansen, Shanna Henry, Tim Cranston, and Curt Prchal. Also present was Business Manager Thomas Harper. The Sub-Committee developed a list of principles/assumptions regarding the new Outcomes Based Budget process: 1. Honor the new outcomes-based approach to budgeting. 2. As budget dollars are reallocated, the concept of neighborhood schools will be maintained with adequate funding resources to deliver results consistent with neighborhood expectations. 3. Apply educational-based discretion in the application of accreditation standards and reallocation of resources. 4. Must be understandable by voters without a vested interest in the schools. 5. Quantify and accentuate the positions/outcomes achieved including no mill levy. 6. Attract, retain and retrain highly skilled staff and pay among the leaders in our region. 7. Structurally balance the budget as to enhance reserve levels which maintain the District’s credit rating and account for contingent liabilities. 8. Position the certified staff for anticipated enrollment changes so as to avoid disruptive layoffs. There being no further business, the meeting was adjourned at 5:30 p.m. K.
