Diane Blevins Posted May 25, 2006 Report Share Posted May 25, 2006 Proceedings of the Board of Trustees District No. 2, Yellowstone County High School District No. 2, Yellowstone County Billings, Montana May 15, 2006 Call to Order The Special Meeting of the Board of Trustees of School District No. 2, Yellowstone County, Montana, and High School District, Yellowstone County, Montana, was duly held at The Lincoln Center, 415 North 30th Street, Billings, Montana, May 15, 2006, at 5:45 p.m. Those present included: Trustees Katharin Kelker, Karen Moses, Sandra Mossman, Mary Jo Fox, Dale Getz, Joel Guthals, Conrad Stroebe, Dawn Achten, Malcolm Goodrich, Superintendent Rod Svee, Interim Superintendent Jack Copps, and District Clerk Leo Hudetz. Registered guests included Joan Sleeth, Rocky Carrell, Shawna Hart, Raven Petry, Amy Hart, Tim Cranston, Cherish Roberts, Lynn Jensen, Richard Jones, B. D. Reyes, Adeline Schmidt, Barb Haws, Roberta Beckers, Steve Pomroy, Fred Petak, Martha Sheehy, Jim Colvin, Tom Oberweiser, Eileen Sheehy, and Janet Baum. Communication from the Public The Board recognizes the value of public comment on educational issues and the importance of listening to members of the public in its meetings. The Board also recognizes the statutory and constitutional right of the public to participate in governmental operations. The Board encourages members of the public to participate in and express opinions about issues important to the District. This part of the Board’s meeting is dedicated to public comment on any public matter that is not on the agenda of this meeting and is within the jurisdiction of the Board of Trustees. Members of the public may also address particular items on this agenda either now or at the time the Board considers the particular item. Allan Audet, Billings Education Association (BEA) President, thanked Karen Moses and Conrad Stroebe for their many years of service to the District and its students. Farewell to Retiring Trustees The Board recognized Conrad Stroebe and Karen Moses and presented them with gifts. Canvass of Votes – May 2, 2006 Election-Elementary Trustee by Single Member District 6, and Elementary Mill Levy Trustee Goodrich made the following motion with a second by Trustee Getz: Motion to approve the canvass of votes from the May 2, 2006 Election, Elementary Trustee Single Member District 6, and Elementary Mill Levy Those voting in favor were Dawn Achten, Mary Jo Fox, Dale Getz, Malcolm Goodrich, Katharin Kelker, Karen Moses, and Sandra Mossman. The motion passed unanimously. Trustees Guthals and Stroebe are ineligible to vote on elementary issues. The canvass is as follows: ELEMENTARY TRUSTEE – 3 YEAR TERM VOTES Single Member District 6 Katharin A. Kelker 1,787 Barbara D. Bryan 1,397 Jack Leuchtman 283 ELEMENTARY MILL LEVY ELECTION Votes For 7,036 Votes Against 7,935 On April 17, 2006 the Board declared Mary Jo Fox, Elementary Single Member District Zone 3, duly elected by acclamation to complete an unexpired one-year term to the Board of Trustees effective with the reorganization of the Board on May 15, 2006. Mary Jo Fox received 1,624 canvassed votes on the May 2, 2006 election. On April 17, 2006 the Board declared Rachel C. Stagg, Elementary Single Member District Zone 4, duly elected by acclamation to a three-year term to the Board of Trustees effective with the reorganization of the Board on May 15, 2006. Rachel C. Stagg received 1,534 canvassed votes on the May 2, 2006 election. Canvass of Votes – May 2, 2006 Election-High School Trustee Nominating District A (Lockwood), and High School Mill Levy and High School Building Reserve Levy Trustee Goodrich made the following motion with a second by Trustee Getz: Motion to approve the canvass of votes from the May 2, 2006 Election, High School Trustee District A (Lockwood), and High School Mill Levy, and High School Building Reserve Levy. Those voting in favor were Dawn Achten, Mary Jo Fox, Dale Getz, Malcolm Goodrich, Joel Guthals, Katharin Kelker, Karen Moses, Sandra Mossman, and Conrad Stroebe. The motion passed unanimously. The following is the canvass: HIGH SCHOOL TRUSTEE – 3 YEAR TERM NO DECLARED CANDIDATES Nominating District A (Lockwood) Write-in Votes Judy Johnson 53 Conrad Stroebe 9 John Connor 11 And 36 more with between 1 & 3 votes each HIGH SCHOOL MILL LEVY ELECTION Votes For 7,642 Votes Against 8,819 HIGH SCHOOL BUILDING RESERVE Votes For 7,698 Votes Against 8,744 Trustee Stroebe reported Lockwood conducted an exit poll, which showed 138 people voted for the high school levy, while 60 voted against it. The majority of the reasons given for the ‘no’ votes was because the people felt the state should pay for public education, poor management, waste in the budget, money needs to stay in Lockwood (new high school), Lockwood’s issue of books in the library, and taxes are too high. Administering Oaths and Reorganization of the Board A.J. Micheletti, Yellowstone County Superintendent of Schools, administered the oath of office to Rachel Stagg, Mary Jo Fox, and Katharin Kelker. District Clerk Leo Hudetz called for nominations for the office of Board Chair. Trustee Kelker nominated Malcolm Goodrich with a second by Trustee Fox. Those voting in favor of Malcolm Goodrich as Chair were Dawn Achten, Mary Jo Fox, Dale Getz, Malcolm Goodrich, Joel Guthals, Katharin Kelker, Rachel Stagg, and Sandra Mossman. The motion passed unanimously. Chair Goodrich opened the nominations for Vice-Chair. Trustee Fox nominated Katharin Kelker with a second by Trustee Mossman. Those voting in favor of Katharin Kelker as Vice-Chair were Dawn Achten, Mary Jo Fox, Dale Getz, Malcolm Goodrich, Joel Guthals, Katharin Kelker, Sandra Mossman, and Rachel Stagg. The motion passed unanimously. Trustee Getz made the following motion with a second by Trustee Achten: Motion to appoint Leo Hudetz as the District Clerk. Those voting in favor were Dawn Achten, Mary Jo Fox, Dale Getz, Malcolm Goodrich, Joel Guthals, Katharin Kelker, Sandra Mossman and Rachel Stagg. The motion passed unanimously. Chair Goodrich administered the oath of office to Leo Hudetz, District Clerk.
