Proceedings of the Board of Trustees Ad Hoc Policy Committee

Elementary District No. 2, Yellowstone County

High School District No. 2, Yellowstone County

Billings, Montana

 

 

October 4, 2005

 

 

Call to Order

 

The Policy Committee met on Tuesday, October 4, 2005 at 1:30 p.m. at the Lincoln Center, 415 North 30th Street, Billings, Montana.

 

The meeting was chaired by Katharin Kelker.

 

Those present included: Trustees Katharin Kelker, Mary Jo Fox. Also present were Leo Hudetz, Clerk, Jeff Weldon, Attorney, Dan Martin, Director of Human Resources, Janet Baum, Jackie Yamanaka and KTVQ Television.

Discussion

 

The committee discussed the following items:

 

Finger Printing Policy

1) Dan Martin reported that the policy is not being followed by district administrators. Dan and Kathy agreed that the policy should be uniform throughout the district. All district volunteers should have name based background checks – Dan is in the process of getting lists of volunteers from the schools – name based background checks will be done on all volunteers (approximately 1500) at a cost of $10.00 each. Certified and support staff

must be in compliance with state and federal guidelines. Substitute teachers should have the same guidelines as certified teachers.

 

2) Dan will work with Jeff on preparing a draft change for policy #5021 for the next meeting.

 

Policy 1700

1) Jeff Weldon went over the changes that were made in Policy 1700 after meeting with Leo Hudetz. Katharin Kelker suggested a reading to the Board in October.

 

 

Policy and Procedure Manual Update

1) Janet Baum reported that she is in the process of putting policies on the web. Marta McAllister will assist in the process. It was decided that hard copies of the Policy and Procedure Manual will not be available – everything will be posted on the web. Janet Baum suggested that an email alert should be set up in order to inform administrators and board members of changes.

 

 

 

Email Policy Update

1) Leo Hudetz reported that there will be a separate email folder available on the school district website for the Board to view. Leo will screen for personal issues. The media can ask for permission to view messages.

 

Acceptable Use Policy

1) The Acceptable Use Policy forms were distributed to all district employees. Janet Baum reported that several of the forms have already been returned.

 

 

Meeting was adjourned at 2:30 p.m.

 

Next meeting will be held on November 1, 2005 at 1:30 p.m.
