Ad Hoc Committee for 2007 Legislative Session

Billings, Montana

 

November 29, 2006

 

Call to Order

 

The meeting of the Ad Hoc Committee for 2007 Legislative Session of the Board of Trustees of School District No. 2, Yellowstone County, Montana, and High School District, Yellowstone County, Montana, was duly held at The Lincoln Center, 415 North 30th Street, Billings, Montana, November 29, 2006, at 12:00 p.m.

 

Those present included: Trustees Katharin Kelker, Sandra Mossman, Joel Guthals, Rachel Stagg, Malcolm Goodrich, Superintendent Jack Copps, and District Clerk Leo Hudetz.

 

Communication from the Public

 

The Board recognizes the value of public comment on educational issues and the importance of listening to members of the public in its meetings. The Board also recognizes the statutory and constitutional right of the public to participate in governmental operations. The Board encourages members of the public to participate in and express opinions about issues important to the District. This part of the board’s meeting is dedicated to public comment on any public matter that is not on the agenda of this meeting and is within the jurisdiction of the Board of Trustees. Members of the public may also address particular items on this agenda either now or at the time the Board considers the particular item. There were no public comments.

 

December 6 Meeting with Legislators

 

Rachel Stagg reported there were seven legislators who have indicated they would be at the December 6th meeting as well as eight business leaders. Information will be compiled into a packet to hand out to those present addressing all day kindergarten, recruitment of teachers, local property taxes and the impact in the last few years, and information on the court decision and what remains to be done. Trustee Guthals suggested a one-page sheet with information on each section. Trustee Kelker recommended the population of the various schools and that Kathy Olson give a brief presentation on the all day kindergarten piece at the beginning of the meeting. Superintendent Copps felt the decision on all day kindergarten would pass and start up funds are needed for the District. Other items to be included in the packet should be facilities, aging facilities, deferred maintenance, overcrowding and passage of a mill levy. It was suggested Superintendent Copps address the group at the beginning of the meeting, as well as Jim Duncan from the Billings Clinic, Bruce McIntyre from the Chamber, and John Cech from Celebrate Billings.

 

Future Meeting Schedule of Committee

 

The schedule of future meetings will be dependent upon the outcome of the Montana Quality Education Coalition meeting tomorrow.

 

Proposed Legislation by School District #2

 

Proposed legislation will be covered at a later date.

 

Lobbyist and Lobbying Laws

 

Trustee Guthals gave a brief presentation on lobbying in the state. The District has been involved in lobbying in the past. Trustee Guthals reviewed the state statues relating to lobbying. Trustees are elected local officials and are exempt from the lobbying regulations. The District is not required to comply with the lobbying provisions, but the Superintendent and other employees of the District must comply with the statutes and register with the state of Montana. Reports must be filed if the amount paid for a lobbyist is over $2300 plus all expenses. Trustee Guthals was not sure if trustee’s expenses were considered.

 

 

 

VisionNet with AA Districts

 

Trustee Mossman reported the plans are tentatively set for VisionNet meetings twice a month at 12:00. She will have an actual calendar in the next few days. The other two Wednesdays during the month will be set aside for the Legislative Committee meetings. The costs of the VisionNet meetings will be covered by MTSBA.

 

As there was no further business, the meeting adjourned at 1:30 p.m.
