Diane Blevins Posted January 8, 2007 Report Share Posted January 8, 2007 Proceedings of the Board of Trustees District No. 2, Yellowstone County High School District No. 2, Yellowstone County Billings, Montana September 26, 2006 Call to Order The Energy Innovation Committee Meeting of the Board of Trustees of School District No. 2, Yellowstone County, Montana, and High School District, Yellowstone County, Montana, was duly held at The Lincoln Center, 415 North 30th Street, Billings, Montana, September 26, 2006, at 12:00 p.m. Those present included: Trustees Joel Guthals and Rachel Stagg, Larry Grendal, Ed Graff, Jeffrey Gruizenga, Ed Gullick, and Nancy Hines. Ed Graff, Energy Education Inc., gave a presentation on the savings the District could realize if Energy Education’s energy management plan were put into effect in the Billings Public Schools. Mr. Graff said the only clients of Energy Education are school districts and it has been in operation for 20 years. The program addresses both hardware and the human element but projected savings are realized by changing human behavior. Districts attempt to purchase the most efficient equipment as possible. The program gets a person in a district to become energy savers instead of users, which reduces the energy consumption by 15-20%. This program does not have to be budgeted for, as there is a guarantee that the program will cost nothing to implement. The program does not sacrifice comfort but focuses on increased comfort. The program has an energy manager that Energy Education Inc. helps select and trains during the four-year payment plan. The cost of the energy manager can be covered in the realized savings each year. The proposed plan projects $4,200,000 in a seven-year period. A list of references is included in the proposal, which are satisfied customers. Mr. Graff urged those present to contact the references and check out those much those districts saved. The fee per year is $229,000 and is paid on a monthly basis. Most districts have broken even in a 3-4 month period. The program requires a point person in the district, which is best to obtain one from the instructional staff. The energy manager is trained in this District but would also need to attend four training sessions, which be part of the guaranteed amount. Energy Education would not receive compensation based on savings, but receives the flat fee. Rich Whitney asked if all teachers would be comfortable. Mr. Graff could not answer that but the goal is increased comfort in the buildings during educational times. Trustee Guthals reported legal counsel would need to review the proposed contract and provide comment. If the committee recommends going forward, the Board would make the final decision. He stated a follow-up meeting would be held in two weeks after committee members have a chance to read the information and check on references, and a review by legal counsel.
