June 28, 2007

 

Call to Order

 

The Special Board Meeting of the Board of Trustees of School District No. 2, Yellowstone County, Montana, and High School District, Yellowstone County, Montana, was duly held at The Lincoln Center, 415 North 30th Street, Billings, Montana, June 28, 2007, at 5:30 p.m.

 

Chair Malcolm Goodrich presided and led those present in the Pledge of Allegiance.

 

Roll Call

 

Members present included Trustees Malcolm Goodrich, Katharin Kelker, Kathy Aragon Peter Gesuale, Tim Trafford, Superintendent Jack Copps, District Attorney Jeff Weldon and District Clerk Leo Hudetz. .

 

The registered guest: Jerry Hansen.

 

Communication from the Public

 

The Board recognizes the value of public comment on educational issues and the importance of listening to members of the public in its meetings. The Board also recognizes the statutory and constitutional right of the public to participate in governmental operations. The Board encourages members of the public to participate in and express opinions about issues important to the District. This part of the Board’s meeting is dedicated to public comment on any public matter that is not on the agenda of this meeting and is within the jurisdiction of the Board of Trustees. Members of the public may also address particular items on this agenda either now or at the time the Board considers the particular item. There was no public comment.

 

Trustee Orientation

 

This special board meeting was held to provide new and existing trustees orientation for serving as a trustee of Billings Public Schools. Chair Goodrich discussed the Board philosophy, meeting formats, email usage and communications with the public.

 

Trustee Kelker gave a presentation on Boardmanship.

 

Superintendent Copps gave an overview of the District and how it is managed. Superintendent Copps discussed his management philosophy including how he deals with crisis situations confronting the school district.

 

Jeff Weldon discussed legal issues in general as well as lawsuits currently facing the District. Trustees raised a number of legal questions which were answered by Mr. Weldon.

 

Leo Hudetz discussed some operational issues affecting the board members including computers, IDs, insurance and expenditures.

 

As there was no further business, the meeting adjourned at 7:45 p.m.
