Call to Order

 

The Agenda Setting Meeting of the Board of Trustees of School District No. 2, Yellowstone County, Montana, and the High School District, Yellowstone County, Montana was duly held at The Lincoln Center, 415 North 30th Street, Billings, Montana on Tuesday, February 5, 2008.

 

The meeting was called to order at 12:05 p.m. and Pledge of Allegiance was said. Vice-Chair Katharin Kelker presided.

 

Roll Call

 

Those attending were: Katharin Kelker, Kathy Aragon, Sandra Mossman, Mary Jo Fox; Superintendent Jack Copps, Clerk Leo Hudetz, Kathy Olson, Rich Whitney, Dan Martin and Nancy Hines.

 

Trustee Kelker informed those present about special meetings that have been scheduled: February 25th Board meeting; School Community Committee meeting moved up to next Monday, February 11th; BFR will also meet next Monday. The meeting on the 25th will be centered around decision making on deferred maintenance issues.

 

It was mentioned that there is an Audit Committee meeting now so Tim Trafford and Thomas Harper are attending that meeting.

 

There will be a short special meeting next Monday for the Board to take action and ask for the audit. The meeting will be at 5:15 for that purpose and should take no longer than five minutes.

 

Trustee Goodrich had prepared a suggested agenda for February 18. He wants an update on the financial status of the District and the need for a levy election. The County Election Office is requesting a mail-in ballot but it is up to the Board. The cost is about the same.

 

The Superintendent’s report will include an update on MQEC.

 

The legal contract with the Felt, Martin law firm is up for renewal. At the present time there are no lawsuits pending.

 

Thomas Harper will have a contract with Energy Education, Inc., the energy consultant. Woody Jensen will present the annual Adult Education report (15 minutes).

 

Rich Whitney does not believe the energy wind project contract will be ready for this month’s meeting. A public hearing will be part of the process. The contract approval should include sites, payback estimates and public comments.

 

The Planning and Development Committee met last night at Broadwater Elementary School. They agreed that the Board needs cost estimates for Broadwater and McKinley renovations. Rich Whitney needs direction on what level of detail the Board wants and how much money to spend on estimates. The Planning and Development Committee recommendations will go to the Board work session on the 25th. Mr. Whitney stated that it would be more cost effective to have one company prepare estimates on both schools but we would probably get better information by having two separate companies prepare bids, one for each school. The question is whether to remodel or rebuild. Educational equivalency has not been defined by the Board yet. Superintendent Copps stated that the timeline is important. Kathy Kelker stated that it is a policy decision about educational equivalency. There has been discussion on packaging the renovations/rebuilding with Cottonwood under one bond proposal.

 

The March Planning and Development Committee meeting will be at McKinley Elementary. The BFR Committee is interested in moving forward with these projects because the cost of construction keeps rising. There has also been talk about trading the Broadwater property to the city for Terry Park.

 

The BFR Committee will be discussing bond issues and costs.

 

There being no further business, the meeting was adjourned at 12:40 p.m.
